Delivery tracking in the API

Each message returns delivery_state (pending, awaiting_confirmation, delivered, transmitted, failed) and delivery_confirmed, true only on an operator delivery receipt.
A failure returns a stable error_code: full list of error codes.
Available webhooks: message.sent, message.delivered, message.failed.
